In the late 1990’ Rob transitioned into public school food service. Rob's experience includes; managing several small and large self operated districts; Bedford, Cambridge and Newton public schools as well as a stint working in contract management for the Natick public schools. She has held the roles of Treasurer/Collector and School Business Administrator in six communities during her career in municipal finance after starting her career as a Presidential Management Intern with the US GAO. She often serves as an instructor and mentor for many school business administrators in the areas of municipal finance law, policy analysis, program evaluation, and is an advocate for fostering collaborative partnerships within schools and municipal departments.

    Megan graduated from Central Michigan University with a major in Dietetics, and completed her dietetic internship at Massachusetts General Hospital. She is a registered dietitian and has been a School Nutrition Director for over 22 years. She has been the School Nutrition Director for Pembroke Public Schools (6 years), Braintree Public Schools (10 years) and is now in her 6th year as director of Silver Lake Regional School District/Dennett Elementary, Kingston Public Schools, and Halifax Elementary School. During her time as a director, she has had the opportunity to replace and upgrade equipment within her schools’ kitchens and enjoys seeing the increase in efficiency and morale new equipment can provide. Megan enjoys seeing the relationships the School Nutrition Professionals on her staff form with students, feeding their hearts, minds and bellies. Her favorite foods that her districts serve are the rainbow of fresh fruits and vegetables.

    Heather Baril, RD, SNS is the School Nutrition Director for North Attleboro Public Schools, overseeing eight schools and 4,000 students. With twelve years of experience in school nutrition, Heather previously served as the School Nutrition Educator for Sarasota County Schools for two years. She is dedicated to fostering connections between the cafeteria and the classroom, encouraging students to engage with healthy food options provided by the School Nutrition Department. Heather resides in Cranston, RI with her husband and two children, aged four and seven.

With over 10 years of director level experience in schools, he has also worked in university dining and restaurants. He is passionate about creating healthy and appealing menus for students. He holds a bachelor’s degree from Johnson & Wales University in Culinary Nutrition and is currently pursuing a master’s degree in Public Administration.     Susan Bottan returned to Wayland Public Schools in July, 2023 to begin her 8th year as the Director of Finance and Operations for the Wayland Public Schools following a 2-year engagement as Director of Finance and Operations for the Reading Public Schools. Susan began her School Business Official career in 1998 following 16 years working in the roles of manufacturing analyst and marketing and development director for private and public corporations. Susan began her career as a public school official in 1998 for Lexington Public Schools. Over the years, Susan has been privileged to also serve within the Lincoln and Marlborough Public Schools. Susan is the current Vice President of MASBO. Susan has earned undergraduate degrees in education and early childhood development from Lesley University, MS in child development and child care studies from Boston University (Wheelock College), and MBA from Simmons University.

Her background includes experience in her family restaurant in Lexington, corporate dining services, and private college.

    Nadine began her career in school nutrition as a substitute cafeteria worker for Silver Lake Regional School District in 2000, eventually transitioning to a permanent role in 2002. Recognizing her passion for school nutrition, she pursued further education, graduating from the John C. Stalker Institute of Child Nutrition at Framingham State University with a Certificate of Excellence in Child Nutrition and earning a Bachelor’s Degree in Business Management from Eastern Nazarene College.

    Since 2013, Nadine has served as a School Nutrition Director, obtaining her School Nutrition Specialist accreditation at the SNA Annual National Conference in Salt Lake City, Utah in July 2015. Currently, she holds the position of Director of Food Service at Whitman-Hanson Regional School District and serves as the Delegate for Chapter 5 of the SNA of Massachusetts.
    Nadine is committed to offering a wide range of culturally diverse menu options to accommodate the diverse backgrounds of students. She also prioritizes building strong relationships with both students and staff. Nadine demonstrates a strong dedication to supporting her team by providing necessary training, equipment, and fostering a positive work environment.

    Catherine Franzetti

    Catherine Franzetti is the Director of Food and Nutrition Services at Reading Public Schools. Catherine began her career in Food Services as a Chef in restaurants throughout Manhattan, Brooklyn and the Hamptons. She transitioned into School Nutrition to bring her passion for top quality cuisine and locally sourced foods onto the plates of students. Her passion for food, flavor and bringing joy and community through food is felt throughout all the schools within the District. From her extensive restaurant and culinary experience, she thrives in a fast-paced environment and is a creative problem solver, which came in handy during pandemic school food service. Catherine is skilled at building menus that cross use products to limit food waste and keep food costs down. She believes in building strong partnerships and relationships with all throughout the school community to work as a team to support the student and continue to grow the Food and Nutrition Department. Catherine believes that the cafeteria space is merely an extension of the classroom, where students are learning healthy habits and lessons they can use throughout their life.

    April is a highly motivated, team-oriented, and enthusiastic leader with 20 years of child nutrition management experience and over 25 years in the field of health and wellness. Liles is a two-time graduate of Florida State University with a Bachelor’s degree in Exercise Physiology and Dietetics with a focus on Sports Nutrition. April completed her dietetic internship in Sarasota, FL, then became the Director for Marion County Schools in Central Florida. Here, Liles directed 42 schools, and 300 team members, served 45,000 meals a day, and was awarded the “Kids Best Menu in America Award'' by the Restaurant Hospitality Magazine. April then transitioned back home to Boston 15 years ago. Upon her return, April was the Director for Newton Public Schools for 5 years where she worked closely with a large commissary and satellite schools for 22 sites. Ten years ago, April was offered the Director position for Waltham Public Schools, where she currently leads her team in serving the school community high-quality and nutritious meals daily. Waltham is an urban district just outside the city of Boston with a widely diverse student population of 6,000. April is known for creating innovative, exciting menu concepts and is a huge advocate for supporting her team. April is also known throughout the industry for her passion for child nutrition and her high level of competence, knowledge, and EXCITEMENT for feeding hungry minds. She is a registered dietitian, school nutrition specialist, group exercise instructor, high school track and field coach, and a mother of 2 teenagers Savannah and Jaxon. When not at work, April loves to go on outdoor adventures and travel with her family.

    Cynthia D. Mahr

    Cynthia Mahr has spent more than twenty-five years in state and school finance. She joined Wellesley Public Schools in 2018. Prior to Wellesley, Cynthia served as the Assistant Superintendent for Finance and Operations for Weston Public School and Director of Administrative Services for the Public Schools of Brookline. She is a Certified Administrator of School Finance and Operations and a Meritorious Budget Award recipient (Weston and Wellesley) from the Association of School Business Officials International, as well as the recipient of the President's Award from the Massachusetts Association of School Business Officials (MASBO). Cynthia is a Past President of MASBO. Cynthia earned her Bachelor of Arts degree in Political Science from Hartwick College and her Master’s in Public Administration degree from Suffolk University.

    Amy Mistrot has served as the Director of Business Operations with the Newton Public Schools since 2021 and previously worked for the Wellesley Public Schools for 11 years, most recently as the Finance and Operations Coordinator for Student Services. Amy served on the Natick School Committee for eight years, three years as Chair, and two years on the Natick Select Board, one year as Chair. Prior to a professional hiatus while raising her children, she worked as a buyer for both Lord & Taylor and Filenes. She earned a Bachelor Science in Business Administration from Washington and Lee University.

Susan has received the designation of Massachusetts Certified Public Purchasing Official (MCPPO) and also a School Nutrition Specialist (SNS) along with being certified level 4 with SNA. Susan has worked as a Food Service Director for over 20 years in many different districts over the years and she has been the director for the past 10 years at Nauset Public Schools which is 5 districts consisting of the lower Cape, Brewster, Orleans, Eastham and Wellfleet and for the past 7 years have been overseeing Cape Cod Tech’s Food Service in Harwich. Susan is also the Past President for the School Nutrition Association of Massachusetts and has been volunteering with association since becoming a member. Susan also lives on and enjoys all the perks of living on Cape Cod.

    Derek Pinto started as the Director of Finance and Operations in Reading Public Schools in July, 2023. Derek began his school business career in California, serving in a K-12 district in the San Francisco Bay area. Business work in higher education as the VP Administrative Services for a 2-year college and VP Administrative Services for a four-year institution followed. Derek began his career in education as a teacher, worked as an Assistant Principal and a Principal inPreK-8 schools. Derek earned a BA (Public Policy & Administration) and B.Ed. from York University, followed by an MBA from McGill University, an MA (Educational Administration) and Ed.D. (Educational Leadership) from California State University. Derek is proud to be a first-year MASBO member and a 3rd year resident of Massachusetts.

    Karen Robitaille

    Prior to becoming the Director of School Health Services for the Massachusetts Department of Public Health in 2019, Karen spent thirteen years as the Director of Health, Safety and Equity Programs for the Northampton Public Schools, and had additionally functioned as the Program Director for the Northampton Prevention Coalition, which was federally funded to reduce youth substance use in the City of Northampton. Karen has worked in school health since 1997, after several years working in adult and pediatric inpatient and homecare settings and has also served her hometown as Vice-Chair of the East Longmeadow Board of Health from 2016-2021. She received her Bachelor of Science in Nursing from Fitchburg State University, her Master's in Nursing Management from Elms College, and her MBA, with a concentration in Healthcare Leadership, also from Elms College. Karen is a Nationally Certified School Nurse, a member of National Association of School Nurses/Massachusetts School Nurse Organization, a member of the Board of Directors of the National Association of State School Nurse Consultants, and an inactive member of Sigma Theta Tau, Epsilon Beta chapter.

    Jay Sullivan

    Jay Sullivan is the Associate Commissioner for District & School Finance in the Department of Elementary & Secondary Education. In this capacity, he directs the Offices of School Finance, School Business and Regional Governance. He also oversees a variety of financial programs, including Special Education Circuit Breaker, School accounting, End of Year Financial Reporting and Auditing, Transportation, as well as federal compliance issues relative to maintenance of effort requirements and the calculation of district’s indirect cost rates. Jay has worked for the Department for over 43 years as an auditor, administrator and business manager.

    Julianna (Julie) Valcour

    Julianna (Julie) Valcour, RD, M.Ed., has served in child nutrition for over 15 years, the last ten with the Department of Elementary and Secondary Education’s Office of Food and Nutrition Programs. In her time there, she has served as a Child Nutrition Program Reviewer and currently serves as the School Nutrition Programs Coordinator. In that role she supports the administration of the National School Lunch, School Breakfast and Special Milk Programs for the Commonwealth. She has also served as a consultant for the Department of Public Health and a Nutrition Educator for school nutrition professionals with the John Stalker Institute of Food and Nutrition. She began her career in food service management as an assistant food service director in the healthcare field. She is a registered dietitian and holds degrees from the University of Vermont and Framingham State University.

    Kristina Webber

    Kristina proudly serves as the Assistant Director of the Office for Food and Nutrition Programs at the Massachusetts Department of Elementary and Secondary Education. She has worked for the Department for 7 years and assists in overseeing the administration of 12 USDA Child Nutrition and Food Distribution Programs in Massachusetts. Prior to working at the Department, Kristina worked as a clinical registered dietitian, before spending time as a School Nutrition Director for a large urban district. Kristina currently serves as the Northeast Representative on the School Nutrition Association’s State Agency Advisory Council. Kristina has a passion for scratch cooking and nutrition education, and is inspired by creating positive impact through the altruistic work of child nutrition program operators across the Commonwealth.

Before joining DESE, Philip dedicated his career to various sectors of the food services industry, including roles in hotels, restaurants, long-term care facilities, and the Army.     Michael Knight, MBA is the School Business Administrator Greater Lowell Regional Vocational Technical School District. Michael has worked in the field of school business for 6 years and was credited with implementing cost saving strategies saving over $400,000 annually in his previous school district, Groton-Dunstable Regional. Previous to working in school business Michael worked in technology and construction sales.

    Michael’s goal serving as a board member would be to help foster an environment of continuous learning and thought share within MASBO. The greatest strength MASBO has is the membership, there are millions of hours of experience collectively held by the MASBO membership and finding ways to share and memorialize the lessons learned from this experience would be his top priority.

    When not crunching budget numbers, Michael enjoys playing golf, hiking with his dog, and watching sports.

    Rob proudly serves as the Director of the Office for Food and Nutrition Programs at the Massachusetts Department of Elementary and Secondary Education. In this capacity for the past 7 years, he has overseen the administration of 12 USDA Child Nutrition and Food Distribution Programs in Massachusetts. Before working at the Department, Rob worked in the field of education policy and school finance, first for the Massachusetts State Legislature and later for Massachusetts’ Governor Deval Patrick in the Office of the Special Advisor on Education. Rob previously served on the Institute of Child Nutrition’s National Advisory Council and currently serves as the Northeast Representative on the School Nutrition Association’s State Agency Advisory Council. At the state level, Rob serves on the Massachusetts Food Policy Council, in addition to the inter-agency Food Security Leadership Working Group. Rob is inspired by mission-driven work, creating positive impact and, above all else, he is inspired by the selfless work of program operators across the Commonwealth.

After teaching I worked for JFYNet, a Boston non-profit for 8 years where I was in 40+ school districts around CT, MA, RI, DC developing technology based custom education programs for students to prepare for various tests as well as credit recovery. Following JFYNet I spent 9 years in the Medway Public Schools as a technology integration specialist and finally then landed as the Director of Digital Learning and Technology in Millis where I have completed my first full year.

    Jay Sullivan is the Associate Commissioner for District & School Finance in the Department of Elementary & Secondary Education. In this capacity, he directs the Offices of School Finance, School Business and Regional Governance. He also oversees a variety of financial programs, including Special Education Circuit Breaker, School accounting, End of Year Financial Reporting and Auditing, Transportation, as well as federal compliance issues relative to maintenance of effort requirements and the calculation of district’s indirect cost rates. Jay has worked for the Department for over 43 years as an auditor, administrator and business manager.

    Heidi Zimmerman currently works under the Assistant Superintendent for Finance and Operations of the  Lexington Public Schools, David Coelho.  She  specifically is the  Finance and Operations  Manager for the  Special Education Dept. In this capacity over the last eleven years she has been involved in maximizing cost savings and revenue generation by carefully managing contracts and expenses related to Special Education. Prior to this Heidi served for three years each as the Business Manager for the Carlisle K-8 Public Schools (2006-2009) and as the Business Manager for the Beverly Public Schools (2002-2006).Prior to becoming a School Business manager Heidi worked as in the Inspector General's Office for over ten years (2002-1992) in a variety of capacities.  Most of her time was spent as a primary developer and instructor of the MCCPO program and courses and Chapter 30B legal counsel.

    Dr. Maestas’ career has spanned 30 plus years in Massachusetts as a teacher at the secondary level, assistant principal, coordinator of technology, assistant superintendent and superintendent. For the past twelve years he has successfully led Plymouth Public Schools in Plymouth, Massachusetts as superintendent. The strength of Dr. Maestas’ vision and leadership, coupled with the respect and collaboration from those he has worked with at local, state, national, and international levels, has resulted in innovative programming for all children and infrastructure advancements, driven by a strategic framework ensuring long-term sustainability. 

    Dr. Maestas has also taught at the collegiate level where he focused his teaching on school law and school finance. He is currently a commissioner of the New England Association of Schools and Colleges and has led accreditation teams across the globe.
