Dr. Chris A. Scott has been a Superintendent of Schools/Executive Director since 2004 (Norfolk, Lowell, Valley Collaborative). She was hired to lead Valley Collaborative [previously known as The Merrimack Special Education Collaborative (MSEC)] in 2012, following the publication of findings by the Massachusetts State Auditor that detailed financial irregularities, compliance failures and operational deficiencies at its predecessor organization. She was hired to implement reforms and rebuild the Collaborative in compliance with 2012 legislation regulating Special Education Collaboratives. She continues to selectively provide consulting services focused on district leadership, student achievement, special education services, district financial management, and change management.
