School districts and Collaboratives are confronted with multiple difficulties related to special education finance and administration. These issues stem from the complexity of special education billing, which in turn are due to the intricacies of the IEP process, which involves multiple stakeholders, and from delays in both intra- and inter-institutional communication among several district and Collaborative departments, among other causes. The learning outcomes for this session are:
1. Understand the complexity of the billing processes conducted by Collaborative business offices
2. Understand the SPEDfi cloud computing solution provided to Valley Collaborative and other Collaboratives
3. Analyze the SPEDfi business solution for special education billing
4. Apply information to envision possible solutions to attendees’ own business needs

Dr. Chris A. Scott has been a Superintendent of Schools/Executive Director since 2004 (Norfolk, Lowell, Valley Collaborative). She was hired to lead Valley Collaborative [previously known as The Merrimack Special Education Collaborative (MSEC)] in 2012, following the publication of findings by the Massachusetts State Auditor that detailed financial irregularities, compliance failures and operational deficiencies at its predecessor organization. She was hired to implement reforms and rebuild the Collaborative in compliance with 2012 legislation regulating Special Education Collaboratives. She continues to selectively provide consulting services focused on district leadership, student achievement, special education services, district financial management, and change management.
Dr. Camelia Rosca
Founder and CEO
SPEDfi
The founder and CEO of SPEDfi, Dr. Camelia Rosca, has decades of experience in the education space coupled with a technical background. She is licensed as a Superintendent and a Special Education Administrator in Massachusetts and has served as Systems Director in special education, focusing on finance and administration. In higher education, she taught and conducted research at Boston College and Northeastern University and worked as Director of Administration and Director of Academic Technology. Dr. Rosca is applying her broad background to managing a dynamic team that designs and builds advanced technical solutions to ensure the accuracy, efficiency, and transparency of the complex finance and administration needs in K-12 education, currently focusing on special education business operations.
