Samuel Rippin
Assistant Superintendent for Business and Finance
Peabody Public Schools
Sam Rippin has been the School Business Manager for the Peabody Public Schools since 2022. Prior to Peabody, Sam has worked in a similar capacity in five other districts since 2001.
Sam is currently the Immediate Past President of MASBO. He also holds the Certified Administrator of School Finance and Operations (SFO) from ASBO.
He is licensed as a Certified Public Accountant in the Commonwealth of Massachusetts and the State of Ohio.
He has presented at both MASBO and ASBO conferences on many occasions.
Daniel Gale

Hudson Public Schools
Daniel Gale has been in school finance since 2008 and has worked in Worcester, Clinton, Grafton, and now Hudson. He graduated from Bucknell University with a major in Business Mgmt and from Clark University with a Master in Public Administration, and also completed the MASBO licensure program. Daniel is currently on the Board of Directors of MASBO. He enjoys professional development and collaborating with colleagues. When not in the office, he enjoys playing all sports, especially golf, with friends and with his son.

Michael MacMillan

Michael MacMillan is currently the Business Manager for the Monomoy Regional School District. He previously held the same position in the Cohasset Public Schools and Wareham Public Schools. Prior to entering school finance, Michael worked in school technology, national government finance and policy, and management consulting.

Stephen Nembirkow

Steve has been a School Business Administrator and Human Resources Director for over twenty years in several school districts. Most of his years have been with the Chicopee Public Schools as the Finance and Human Resources Director. Recently, he took a position as Finance Director with the Tantasqua Regional and Union 61 Schools which encompass the towns of Sturbridge, Wales, Holland, Brimfield and Brookfield.
Steve lives in Chicopee with his wife, who is a certified School Business Administrator, sixteen year old son and two adult twin daughters. In addition to his day job, Steve is a Massachusetts Attorney who provides pro bono legal services to those in need.

Robert O'Donnell

Rob O’Donnell is the Director of School Finance at DESE. The unit that he oversees is responsible for the Chapter 70 program, charter tuition and reimbursement calculations, school choice, the End of Year Report data collection, and the development of related data reports.

Jay Sullivan

Department of Elementary and Secondary Education
Jay Sullivan is the Associate Commissioner for District & School Finance in the Department of Elementary & Secondary Education. In this capacity, he directs the Offices of School Finance, School Business and Regional Governance. He also oversees a variety of financial programs, including Special Education Circuit Breaker, School accounting, End of Year Financial Reporting and Auditing, Transportation, as well as federal compliance issues relative to maintenance of effort requirements and the calculation of district’s indirect cost rates. Jay has worked for the Department for over 43 years as an auditor, administrator and business manager.
