There are several provisions of the law that do not have an impact on public school retirement plans, but on the other hand there are a few that do and are effective in 2023-2026. Prior to joining Security Benefit in 2006, he spent 11 years at BTS Asset Management, a registered investment advisory firm, delivering institutional approaches to financial advisors and their client base. Phil earned a Bachelor of Science in Finance from the University of Massachusetts Dartmouth and a Master’s in Science in Financial Planning from the College of Financial Planning; he holds FINRA Series 6, 63 and insurance licenses.

David has been the Assistant Superintendent for Finance and Operations with the Lexington Public Schools since July 2019.  Prior to joining Lexington, he was the Director of Finance in the Bedford Public Schools for sixteen years.  David came to public education after ten years of service in state government and the nonprofit sector.  He holds a BA in Government and Economics form Clark University and a Masters in Public Administration from Suffolk University.
