The 3-day course will provide a comprehensive view of Special Education financial management.  Participants will gain an understanding of the Individual Education Program (IEP) process and the impact to staffing, transportation, related services, and finances.  Course sessions will include speakers/practitioners; hand's on activities; and discussions of best practices.  By the conclusion of the course, participants will have gained the knowledge necessary to actively participate in the development of a Special Education budget that meets the needs of all students in the most cost effective manner.

Session 3: IEP – Parent Entitlement: Decision Points and Financial Impacts

Session 4: Special Education Stabilization Fund (MGL c. 40, Section 13E)

Ch.40, Section 13E) allowing for the creation of a reserve fund for future payment, without further appropriation, of unanticipated or unbudgeted special education costs, out of district tuition or transportation. The panel will review the process to establish a fund, as well as the challenges and benefits once created.
Session 5: OOD Pre-Payment and Circuit Breaker Carry Forward
